Sprinkle salt and pepper over the thighs, then put them into the slow cooker.

Stir together the sugar, bourbon, garlic, and soy sauce. Pour everything over the chicken.

Set to low for 4 hours, or go with high for 3 hours. Keep it covered.

Blend water and cornstarch until smooth, then stir it into the sauce about 30 minutes before it's ready.

Spoon over cooked rice and sprinkle with chopped green onions if you'd like.
