Turn your oven on to 425°F. Melt butter and stir in flour in a small pot to make gravy. Slowly whisk in milk, cooking it until thick, then sprinkle in pepper and salt.

Brown the sausage in a skillet, then drain the grease. Beat the eggs and cook them until they’re nice and scrambled.

Coat a baking pan lightly with melted butter. Press 6 tortillas along the pan’s edges and place 2 in the center, tucking them into corners.

Spread out the gravy first, then layer sausage, scrambled eggs, diced peppers, sliced green onions, and shredded cheese. Lay the last tortillas on top and fold the edges inward.

Brush the top with butter and set another pan on top to press it down. Bake for 20 minutes, then take off the top pan and bake for 5 more until golden.
