Boil a big pot of water with some salt. Toss the penne in and cook it until it's just firm enough to bite. Drain and set aside.

Heat up a big pan on medium. Cook the ground beef until it's browned all over. Get rid of any excess grease, then set the cooked meat aside.

Using the same pan, melt the butter on medium heat. Stir in the chopped onion and garlic. Cook until you can smell the garlic and the onion looks soft and clear—about 3 minutes.

Mix in the red pepper flakes (if you like it spicy) and the Italian seasoning. Slowly pour in the heavy cream and beef broth. Whisk it together, then let it simmer for a few minutes until it starts to thicken up.

Add your cooked beef back into the pan and mix it nicely with the sauce. Toss in the cooked pasta and stir everything until it's all evenly coated.

Top with grated Parmesan or chopped parsley if you'd like, and dig in while it's still warm.
