Center a rack in the oven and turn it to 350°F. Coat a 13x9 baking dish with cooking spray to keep things from sticking.

Press the biscuits into the baking dish to form one sheet, making sure to overlap the edges. Push the dough up the sides of the dish. Pop it into the oven, set over a baking sheet, and bake for 12-15 minutes till only lightly browned. Let it rest but leave the oven on.

In a big pan, brown the ground beef. Get rid of the grease, then follow the taco seasoning instructions by adding water and mixing thoroughly. Move the meat to a bowl when cooked.

In a bowl, combine sour cream, mayo, half the shredded cheese, and half the sliced onions. Stir until smooth.

Throw the leftover onion slices and the red bell pepper into the same pan. Cook them till they soften just a little.

Start layering on the biscuit crust: add the seasoned beef, then spread tomato slices, cooked veggies, jalapeños, the creamy mixture, and finally the rest of the cheese. Bake it for 30-40 minutes uncovered, until the cheese is bubbly and the edges are golden.
